Major West London office plans approved

[Published September 2012 and last updated October 2026] Plans that could soon add close to a million square feet of new office space in West London have been approved by relevant authorities in the capital, it has emerged.

Hammersmith & Fulham Council has resolved to grant consent for Capital & Counties Properties (CapCo) to proceed with an expansive mixed-use development scheme focused on the areas around Earls Court and West Kensington.

In what CapCo calls an Opportunity Area, around 6,700 new homes, dozens of new retail outlets, and 911,714 square feet of new offices should soon be established.

Plans are based on ideas from prominent British architect Sir Terry Farrell and call for four separate ‘urban villages’ and a thoroughly modern ’21st-century high street’. The ambitious scheme is expected to cost several billion pounds to complete, but proponents hope it will create around 12,000 new jobs.

“We are pleased by the Council’s decision to pass the resolution to grant outline planning consent for the Earls Court Masterplan,” said Ian Hawksworth, chief executive of CapCo.The proposed scheme will offer a multi-billion pound investment in both London and the local community, creating thousands of new homes and jobs.”

The West End of London is the second most expensive area in the world to rent top-quality office space, behind only Hong Kong, where space for such developments has long been at a premium.

Editor’s notes: In January 2026, Londonist reported on what happened with the Earls Court development since this article was published.

The site’s new developers, the Earls Court Development Company, have since put together fresh plans for a scheme that is radically different from what was originally proposed.

It was expected that ground would be broken in 2026 with elements of the schme completing in 2030.
